    STAFF REPORT The Three Forks City Council will vote April 11 on the second reading of a resolution that would add a four-inch water meter base rate and restructure minimum (base) sewer and water rates.     A bill seeking to make Montana roadways safer for motorists and wildlife by creating a $1 million pilot program for wildlife crossing structures passed out of committee last week. The proposed levy will increase district revenue by $674,000, broken down to $385,350 for the elementary school and $288,650 for the high school.
